The Xianzhou Luofu is one of the planets in Honkai: Star Rail that has the deepest lore. Jingliu is one of the characters on this planet, and she's been a major part of the story ever since the start. She was first shown in a trailer alongside Jing Yuan as his master and a former Sword Champion.

After the Version 1.4 update, you can play as Jingliu in the game. She's a five-star limited Destruction character who has Ice as a combat type, and here's how you can easily build her to be one of the strongest DPS characters on your team.
Best Relics And Planar Ornaments For Jingliu
Relics and Planar Ornaments are the bread and butter of the kit while you're trying to build Jingliu since they give you most of the base stats and bonuses. You can start getting these gear bonuses when you have two or more pieces from the same set. Some of these bonuses suit her quite well:

Planar Ornaments | Rutilant Arena | Found in the seventh World, this set can be considered the best in slot for Jingliu since it increases your Basic ATK and Skill DMG whenever you have 70 percent Crit Rate or more. Jingliu gets a Crit Rate boost whenever she's in the buffed form, which counts for this set. |
Space Sealing Station | Space Sealing Station is an all-rounder Ornament set for most DPS and support characters in the game. It can be unlocked quite early and gives up to 24 percent ATK if you have over 120 SPD. This is great during the early game, but you'll usually find better bonuses as you progress to the higher Worlds. | |

Once you've decided on the Relic and Planar Ornament sets you want to use on Jingliu, you can start looking for specific main and sub-stats on each piece. Jingliu is a Crit-based character, which makes her quite hard to build due to the RNG of these gears. Here are the main stats you should be looking for:

The main stat for Head and Hands pieces are always the HP and ATK respectively.
It might be easy to get the required main stats for Jingliu, but the sub-stats are where the struggle begins. To build Jingliu properly, you should be looking for around 50 percent Crit Rate, 134 SPD, and a ton of ATK Percent including all the stats. Keep in mind that if a piece has a certain main stat, you can't get that stat as a sub-stat on the same piece.
Best Light Cones For Jingliu
She can only use the Light Cones with the Destruction path to get the secondary bonus, and here are the best choices you have if you're trying to build a strong Jingliu:
I Shall Be My Own Sword | Firstly, it's no surprise that her signature Light Cone is the best one for Jingliu. Apart from giving you a base Crit DMG boost, this Light Cone also increases her DMG whenever an ally is hit or has their HP consumed. This can stack up to three times, and it instantly goes up to three stacks when her Skill is used in the buffed state. On three stacks, her attacks also ignore some of the enemy's DEF. |

Something Irreplaceable | While not completely free-to-play, this Light Cone can still be easily acquired through the Store if you don't get lucky. It gives Jingliu a straight ATK boost and also increases her HP and DMG if she gets attacked. It can be great if you put her together with characters like March 7th or Lynx to get extra aggro. |
On The Fall of an Aeon | This Light Cone can be acquired from the Herta Store after getting eight tokens, and it gives you an ATK boost whenever you perform an attack. Jingliu has quite a lot of movement advancement in her kit. This allows you to deal a ton of attacks in quick succession, stacking this Light Cone's effect quickly. Moreover, she also gets some extra DMG on triggering Weakness Break. |
The Moles Welcome You | This is a simple Light Cone that gives you extra ATK whenever your Basic Attack, Skill, or Ultimate is used. All three of these attacks are quite common for Jingliu, making it a great pick for her. |
Collapsing Sky | If you're new to the game and don't have any of the above Light Cones, you can use the three-star Collapsing Sky and get it to Superimposition Five quickly. This gives you up to 40 percent Skill DMG boost. |
Jingliu Traces Overview And Priority
Much like every other character, Jingliu has a set of five main talents and three Bonus Abilities. All of her abilities combine to make a great character, but they don't do much without each other. Here's what these Traces do:

Moon On Glacial River | Buffed Skill | Deals Ice DMG to a single enemy and lesser DMG to adjacent enemies. This consumes one stack of Syzygy but doesn't consume any Skill Points. |
Florephemeral Dreamflux | Ultimate | Deals massive Ice DMG to three enemies, just like the buffed Skill, and grants one stack of Syzygy. |
Crescent Transmigration | Talent | Upon reaching two stacks of Syzygy, Jingliu enters the Spectral Transmigration state and gets an instant turn while also getting a Crit Rate boost. During this state, only your buffed Skill is available. Upon using the buffed Skill, Jingliu consumes a bit of HP from all her allies and increases her DMG. Once you're in the state, the max stacks of Syzygy also increase to three. |
Shine of Truth | Technique | Creates a field that follows Jingliu in the open world. Whenever an enemy enters this field, they become frozen in place. Enter combat with these enemies to gain one stack of Syzygy and 15 Energy. All the enemies on the field have a 100 percent base chance to get Frozen for one turn. |
Deathrealm | Bonus Ability | In the buffed state, Jingliu gains 35 percent Effect RES. |
Sword Champion | Bonus Ability | When you use your normal Skill, the next action is advanced forward by ten percent. |
Frost Wraith | Bonus Ability | Increases your Ultimate DMG during the buffed state. |
As you can see above, most of Jingliu's DMG comes from her buffed Skill, which scales on her normal Skill level. This makes the Skill your priority when it comes to upgrading her Traces. Once the Skill is done, you can focus on her talent to get extra Crit Rate and maximum DMG absorbed from allies' reduced HP.
Finally, you can work on her Ultimate to get the damage boost. Ideally, you'd want to upgrade her Basic Attack to at least level four, but you can also ignore it since you won't be using it as much.
Is Jingliu Worth Pulling?
There are quite a lot of variables coming into play when you're thinking about rolling for a DPS character like Jingliu, but the first thing to consider is the fun aspect of their skill set. Jingliu arguably has one of the most fun kits in the game since she's easy to understand but it takes a bit of skill to use her properly.
If you think you'll have fun playing this character, it's worth going for her. However, keep in mind that there will always be more DPS characters in the future, and the subsequent characters are usually stronger than the old ones. With that said, Jingliu is quite a good character to have in the current meta.
If you're planning to spend some extra Jades on her banner, it's recommended to go for a copy of her Light Cone first.
If you still have some funds left, you can go for the second Eidolon since that's where she gets most of her DMG boost.
Overall, Jingliu is definitely a phenomenal character in Honkai: Star Rail and she's worth pulling as long as you'll enjoy playing her.
